Rubio turns 19 the year of this draft which is the rule so although he is 18 now, since he turns 19 the same calendar year as the draft he is eligible.

Partly untrue – the Memphis Grizzlies die meet with Rubio, his father and his agent in Spain shortly after the Grizz landed the #2 pick. GM Chris Wallace, Coach Lionel Hollins and Marc Gasol all met with them after watching Rubio’s last game.
